BEIJING: China has ordered that smoking scenes in films and television series be restricted, amid concern it is failing to deliver on pledges to help its 300 million smokers kick the habit.

The State Administration of Radio, Film and Television (SARFT), China's media watchdog, called for "strict control" of smoking scenes and banned minors from being present in shots involving anyone lighting up.

Cigarette brands are banned from appearing in films and television series, and smoking scenes must be kept as short as possible, a circular posted on SARFT's website said Saturday.

According to the official Xinhua news agency, a survey conducted among 11,000 middle school students in Beijing showed nearly 33 per cent wanted to try smoking after seeing actors lighting up on television.

Tobacco is the top killer in China -- the world's largest tobacco producer and consumer -- and smoking and exposure to second-hand smoke exact high medical and social costs.

Last month, Chinese and foreign medical experts issued a joint report warning that smoking deaths in the world's most populous country could triple by 2030.

The report said more than 3.5 million Chinese could die from smoking-related illnesses every year by 2030 compared with 1.2 million in 2005, if strong steps were not taken.

China became a party to the World Health Organisation's Framework Convention on Tobacco Control (FCTC) five years ago.

Experts said it lags behind in its implementation of FCTC requirements, including a ban on indoor smoking, leaving people free to light up in restaurants and office buildings.

More people opting for hypnosis to try to quit smoking

SINGAPORE: More people are giving hypnosis a shot in their efforts to quit smoking. While this form of treatment has been available here for at least ten years now, more hospital professionals are being trained in it.

Some 30 health care professionals will complete a clinical hypnosis course conducted by London College of Clinical Hypnosis in collaboration with Tan Tock Seng Hospital in October.

The whole session will take about 1.5 hours and according to therapist Mdm Karen Ong from the London College of Clinical Hypnosis, the therapy is very safe.

Sheila Menon, principal, London College of Clinical Hypnosis, said: "What happens is when a smoker decides to quit smoking, they can go into a relaxed state and focus acutely on what it is they want to achieve and they can break the habit. In addition to that, they can also imagine themselves as a non—smoker in the future."

But does this method work for teenagers who do not want to quit smoking?

Ms Menon said: "When a parent brings a teenager who really doesn't want to quit, we quite often say, 'Why not give it a shot? Try out being a non—smoker and you can choose to remain a non—smoker, or go back to smoking.'"

The hope is that they will benefit from the attempt. — CNA/vm/ls

More youth smoking

National Health Surveillance Survey
To counter trend, HPB emphasises hip and cool tobacco-free lifestyle

Alicia Wong, alicia@mediacorp.com.sg

THE graphic images of tar-coated lungs and diseased mouths have helped cut smoking for some years, but it appears they are having less of an impact now, with the latest survey showing the first rise in the national smoking rate in 15 years.

So the Health Promotion Board (HPB) is shifting to a more positive tack by highlighting the benefits of a tobacco-free lifestyle. And it is targeting its message especially at young people, among whom there has been a huge jump in those taking up smoking. These younger smokers are typically less affected by the gory images.

Smoking among young men — those aged 18 to 29 — jumped sharply to 25.4 per cent in 2007 from 18.2 per cent in 2004, according to results released yesterday of the HPB's National Health Surveillance Survey. Among the women in the same age group, 9.1 per cent smoked in 2007 compared to just 6.6 per cent in 2004.

While the number of older smokers dropped modestly, the sharp rise in the number of young people smoking contributed to a one-percentage-point increase in smokers aged 18 to 69 in 2007 from 2004's 12.6 per cent. This was the first increase since 1992, when 18.3 per cent of those in this age range smoked.
"Previously we focused on the adult population because they had the biggest number of smokers," said HPB chief executive Lam Pin Woon, "We can identify that the slight uptake from 2004 to 2007 was due to the increase in youth (smokers)."

According to the survey, the top three reasons given by young people for smoking were: To cope with stress, they were addicted and "out of habit". Most started experimenting with tobacco at 16.

Mr Lam acknowledged that warning young people of the long-term harmful effects of smoking would be largely futile as the message would not "resonate with them". And "the more you try to use the law, the more they will rebel against it," he said.

So, the National Smoking Control Campaign 2009 — themed "Live it up without lighting up" and aimed at the younger smokers — will show that a tobacco-free lifestyle is hip and cool. The campaign emphasises the short-term benefits of not smoking, such as staying fit, looking good and having more cash in the pocket.

The three-month-long campaign, which started last month, features various events such as a T-shirt design contest, a fashion event and a hip hop competition.

The HPB is also enhancing its National Smoking Control Programme. From Friday, those aged below 18 caught smoking will be put through a mandatory online counselling course to encourage them to quit. For young working adults who want to kick the habit, the HPB will offer voucher redemption opportunities.
